NVIDIA in a recent blog post on its forums have confirmed widespread reports of failures in their flagship RTX 2080 Ti graphics card, which has resulted in crashes, black screens, BSODs, artifacts, and cards that just fail to work completely.
It seems these issues were limited to some early manufacturing issues or QA controls. This is what NVIDIA has posted on their forums, “Limited test escapes from early boards caused the issues some customers have experienced with RTX 2080 Ti Founders Edition.

So it looks like NVIDIA is aware of the problem and if you are experiencing these problems will get you a new card.
