The Radeon RX 6900 XT LC is based on a hybrid cooling design with an external 120mm radiator and a single fan. The liquid loop is located on the top of the GPU which has a  connection to the pump. Currently, it is unclear who has designed this liquid cooling, but there is a possibility that AMD might have partnered with Cooler Master, who designed the liquid cooling for the Radeon RX Vega 64 Liquid Edition.
